SHANGHAI ? Nearly 600,000 people were evacuated as Typhoon Talim plowed into southern China on Thursday, forcing authorities to shut down schools, highways and airports, officials said.

Despite waves up to 30 feet high, Fujian television said, there were no immediate reports of casualties or damage from Talim, which means sharp or cutting edge in the Tagalog language of the Philippines

we make laws to wear seatbelts,motorcycle helmets required, stay off drugs, to tell kids what to eat in school all in the name of our own public safety...and we cant force evacuate an area in the face of a cat. 5 hurricane?They told them to leave! ha these people didnt have cars nor were there any buses plus they live week to week and chek to check and they didnt have money for the welfare checks dont come untill monday!

Like I said ealier I bet alot of them weren't even paying attention.

It's not FEMA's job to evacuate people from cities it's the city and state's responsibility.

The city of NO has a plan to use school buses to take the poor our 3 days before a hurricane - why they didn't I don't know?

It has always been the states responsibility to evacuate.

This is why we have city/state levels of government. To govern situations on that level.

I get the feeling the majority of you guys have never lived around hurricanes.

These people have probably been heard dozens of times that a hurricane was coming to get them... but almost every time that turns out to be false. Hurricanes are very hard to track (as you may have noticed by the 500 mile radius they project it to hit on)... it makes it *really* hard for people to leave, especially if you are poor.

Another thing to keep in mind is that the hurricane itself isn't really as big of a deal. They come, blow shit around.. and then leave. A lot of people ride these things out. The levees breaking is what screwed up NO.

Back in North Carolina, we used to just go buy a bunch of booze when a hurricane was coming. They just aren't viewed as threatening as this one turned out to be.

Poor people don't have the luxury of getting in a car and driving 300 miles inland just because a storm MIGHT be coming at them. Think about it.

This is exactly right. The Mayor of New Orleans, Ray Nagin, is completely at fault. He knows his city better than anyone and should have transported people using their mass transit system long before the storm hit. The problem was that he was paralyzed by 'analysis paralysis' and simply could not make the decisions he had to make. Then he goes and blames it on the federal government. He was supposed to follow certain protocols and he didn't. The governor of LA was supposed to follow certain protocols and she didn't either. Then, through their inability to act, the city is faced with 10's of thousands of deaths, and they want to push all of the responsibility off on FEMA (which does have it's own faults) and try to absolve themselves of any responsibility. It's simply a case of politicians covering their asses at the expense of the victim's lives. It's a sad, sad thing. GWB said 3 days ago that the response was totally inadequate and accepted the responsibility of FEMA's fuck up. He then repeated it the next day. But you see how fast the active military got moving once he mandated they move in. It was the lack of local leadership that caused this problem and they most certainly have the blood of innocent people on their hands for their incompetence.
