Not in my simple mind... it's just like the automatic pet water things... they have a big jug of water on top that feeds into a 2 inch tall dish, why doesn't all of the water drain out at once?

Looks like they finally got their beach back. those idiots sold all the barrier rocks to South beach, and then could not figure out why their beach vanished. So they had to buy rocks, and rebuild the barrier.
