maybe not till 1941, because honestly the US didn't feel the need to devote the time and resources to yet another war until the US itself was attacked which i can't really blame us. I believe Germany could have done it if it were not for thier counter-part attacking us when they did, that involved germany in a 2 front war which seriously stretched out thier resources and left thier internal supply line open to attack.
