You could try 1-800-125-440 it's Lost Visa Card toll-free numbers from visa australia. Maybe they have a phone number for you.

But when I look at the visa site, get a merchant account, they advice to contact your local bank...Good luck

That is because merchant accounts are not done through "visa" but through a bank.

What is your question? Visa actually charges $500, not $750. The rest goes to the bank or processor, I am told.

Actually it varies from bank to bank. On merchant accounts I've seen fees as high as several thousand dollars.

I'm not sure what you think that talking to Visa, were you able to actually speak to someone at Visa, would do for you. Visa, like Mastercard, is an association of member banks. The banks themselves collect the fees from acquiring merchants (or cardholders) and then remit what they owe into Interchange. Visa cares about its banks, not its account holders frankly. Unless of course you are an account holder who has too many chargebacks.

Exactly Right KK

In fact, Visa is not required to give out any regulatory information regarding the interchange to anyone but it's associated banks. Even a large IPSP can be denied that info from VISA. In fact I know of several instances, first hand, where a large IPSP was fined by VISA for violations of VISA regs, and then the IPSP was refused access to information as to what regs were actually violated. It's like going to court and paying a fine, but they won't tell you what law you broke.

Whenever I hear people say things like this:

I don't think that they realize that VISA and their banks have TOTAL control over the interchange, and that IPSPs and PSPs have little or no power at all. The VAST majority of the time, when webmasters lose money because of processing problems, it is the BANK that has your cash, NOT the processor.

VISA won't even discuss the fees with IPSPs, they certainly won't discuss them with you.

Technically CCBill's relationship is with their bank, not Visa. Which, as others have pointed out, is why the Visa site directs you to your local *merchant* bank.

Obviously you're looking for an IPSP account meaning CCBill would fill this role and the $750 fee is so widely known you're wasting your time trying to question it.
