2257 fetish question
I have a question maybe someone knows the answer to, a friend of mine asked me this, he is starting up a fetish site (damsel in distress) he is planing on having topless only, how is this affected by the 2257?
Does fetish, if it is not full nude, fall under the exempt? or is it considered "Sexually Explicit" anyway? Just curious

S&M etc is named as sexually explicit in the regs.
