I have a question maybe someone knows the answer to, a friend of mine asked me this, he is starting up a fetish site (damsel in distress) he is planing on having topless only, how is this affected by the 2257?

Does fetish, if it is not full nude, fall under the exempt? or is it considered "Sexually Explicit" anyway?

S&M etc is named as sexually explicit in the regs.

Even if it is models just tied up? No pain or anyting like that, just simple DID type photos?

Ask a lawyer, though they also will just guess for a per hour fee.
The regs state that S&M (basicly BDSM) is sexually explicit.
