When you look at the price of a submit pass and the number of galleries you're allowed to submit, it's probably just enough $$ to cover the salary of the gallery reviewers.
It isn't a windfall of $$ for the TGP owners. Bottom line is traffic is a commodity, and those who have it can do what they want with it. If you don't like it, don't buy a pass, simple as that.

Also Franck, we're not going to invite you over to the office and let you look over our spreadsheets to see our ROI on every paid gallery listing and submit pass we've ever bought.
You have to test shit out for yourself, it's a competitive business and I'm not about to go telling everyone where I get the best traffic from.
