US Constitution - Amendment X

The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.

Maybe I'm stupid? But this is a State or people issue.

The Attorney General ignored the Constitution when drafting the final 2257 regs.......They don't care.
