could be just the bandwith set to low ...
Seems like the standard WHM page. If you need hosting for that, not in the US, a shared virtual basic account is 3.95/month ( 250megs space / 7 gigs bw, 50 pop3, cpanel, I MySQL...). Up for another hour then ....
