This requires rewrite engine. I could possibly write up the rules for your htaccess but it'll cost you more than $1. I'd rather you donated the funds to a worthy cause.

wish i seen this when you posted you woulda been easy 5k Ill take 50 bucks though RewriteEngine On RewriteRule ^/([0-9]+) http://site.com/blah/?a=$1 [nc] not tested but it's not a complicated thingy. let me know how it goes |
