TOOLS OPTIONS MAIL FORMAT on the message format, select HTML OR when replying to an email there's a pulldown menu that says HTML Plain Text

arg that doesnt make it default to HTML everytime, I already had those settings in.
It appears to be in HTML when I create a new message, but when I reply to others, its plan text... |
