How do I make Outlook 2003 reply to emails in html default?

When I click reply, it defaults to plain text, I want html

click
TOOLS
OPTIONS
MAIL FORMAT
on the message format, select HTML

OR

when replying to an email there's a pulldown menu that says
HTML Plain Text

why would you want to do something stupid like that for?

(i'm proud to be a luddite and use pine to read mail)

arg that doesnt make it default to HTML everytime, I already had those settings in.

It appears to be in HTML when I create a new message, but when I reply to others, its plan text...
