What he is referring to is this: banks look at chargebacks on a monthly basis, your chargeback rate for April is composed of chargebacks that are coming in from transactions that occurred in Jan, Feb, March, etc...as well as the sales that are happening in April, therefore, if you do something to restrict the sales that are coming in April(while you have no control over the # of cb that are coming in), you reduce the denominator of the equation, which inadvertently raises your chargeback % for April.
