Does anyone know how I could change my internal IP address, I know ZERO about networking.

Right Click > Network Places>properties>Lan right click > properties> tcp ip> advanced then you can see it there

Trying to open a new paypal account cause they put "limitations on it" because they are assholes and i sent money for "adult material transactions" and i wanna make sure my ip is different, i changed my regular ip, but i wanna see if i can change my internal, i know what it is juicy thanks now i just need to know how to change it.

changing your internal ip won't do anything. Paypal will only see your external ip when connecting to their site.
