Anything better for resizing than IrfanView?

I'm looking for a tool that lowers the quality of pictures out of sets to optimize the loading time.
1) Which program do you use for autocropping (anything better than Irfanview?
2) Is there a tool to lower the quality of a picture but keep the same size?

If I just want to do custom thumbs, I use Photoshop to crop it and Ulead Smart Saver to compress it.

well I need to resize sets of pics so about 15-30 at one time.

Yep their batch optimizer seems to be able to compress the most without quality loss than anything else I've tried.
