irfan view can do that perfectly fine for you, play with the optimization settings

I am using photoshop for resize works and for the quality too .

If I just want to do custom thumbs, I use Photoshop to crop it and Ulead Smart Saver to compress it.

well I need to resize sets of pics so about 15-30 at one time.

Yep their batch optimizer seems to be able to compress the most without quality loss than anything else I've tried.
