I don't think you understood what I meant. Depending on your ISP, while you browse the web your IP address can literally change from one request to the next. As in, I request image A from IP a, and half a second later request image B from IP b.

mailing makes no money. this is all from AVS sites.

You can't rely on a permanent IP, even during the same session (AOL, etc.).

What you SHOULD DO, is also use cookies as an additional layer of verification, plus a Hash of the USER_AGENT.

Yeah, we will begin populating our member's cities shortly and once the promo content is ready for it, it will be enabled.

We already have the search using GeoIP on the outside, as well as a script setup for some affiliates who requested it so they can call it and we echo them the city name.
