The norm is to wait till that affiliate earns his first minimum amount paycheck.

Why would you pay $$ for webmaster referrals that are not and will never be active?

I'm talking about me signing up as an affiliate and not being active sending 0 sales. Will they pay me for my referrals sales if I'm not active.

sorry I misunderstood... We have alot of guys who ONLY promote the referral program and never send a hit. Not a problem.

In life, everyone has a job they do best. There's salesmen and recruiters. There are people who can sell a program, but not a product. If you don't want to pay people who would never send a sale but would give you all the affiliates you would ever want, then DON'T HAVE A REFERRAL PROGRAM.
