What's this about a kid being in the car? If there was a kid in the car the driver should have taken off immediately, regardless of what cars were in front of him.

You CAN use a gun, tell him to drop his weapon and if he gets within striking distance you can shoot him after you have told him to drop his weapon/stay back or I will shoot.
