You can get TLD zone files for free.
Its illegal to use them for spamming and you have to sign that agreement.

Well let's analyze this...if you are talking .coms, there are about ~35 million registered at this moment.
I'd think it would be best to store this in a DB as opposed to a file, then dump it later should you need it in csv format. MySQL InnoDB will handle this amount fine. If your using a PHP script, you have the following to do: - loop through every domain name. If you can't get a list of these, you'll have to do every possible domain which would take you close to forever, depending on maximum domain length. We'll assume someone wishing to do this would have access to all registered domains. - perform whois query. most places will probably block you after so many requests, so you would have to have an array of as many whois servers as possible and continuosly rotate through them to try and avoid being blocked. - parse the result and store in DB. This part is quite easy. In total, I estimate doing 35 million domains to take about 6.5 years to complete on an average-high performance server. Now perhaps using Python or C++ and a very powerful machine, you can cut execution time to about 2.5-3 years... Thus, in conclusion, this doesn't seem very practical. The only way for someone to truly have a decent list would be to steal it from ICANN or another source who has been keeping record of all registrations ![]()

Err, I forgot to mention that I guess someone could have this thing running on an army of machines at once, cutting that time way down to something reasonable.....still doubt it's this guy though

I wrote to nesol asking them why they gave out our e-mail addresses to him.
We are forced to have valid e-mail addresses in the register, if we don't we can't stop domain theft. The e-mail info should be hidden of course, nesol is not an public info database!
