Is there a camera that has something like a digital lock on it, where the pictures you take can only be uploaded when you enter a combination?

no I dont know of any, but you can create 'subfolders' or 'banks' of photos on the memory card, so that if you switch to another folder, the average person will not know how to access the other subfolders/banks.

yah, a camera like a web cam connected to a pc with a password

no such thing.... the pics you take are stored on the card, even if the camera did have a lock, the card can be removed at any point and uploaded with a card reader
