Dreamweaver in conjunction with a real text-editor (Vim, Emacs, ...) + knowledge.
Dreamweaver alone sucks. It has a good sync feature, but that can be done with rsync also, e.g.. A WYSIWIG Editor is there to save development time, not to save education time.  |

Dreamweaver MX is the only tool I use when it comes to designing web pages but then you have to go over and check out your code to make sure it's tight...
