Which one has the majority of users?

Anyone can add google toolbar, but not everyone can add XP-SP2, but is google popular enough to have the majority?

Just download SP2 and you have the toolbar. I'm sure most have already. Anyways the SP2 blocker blocks more stuff than Google toolbar.
