depends...

The question won't get you anywhere without asking what program is being used.
There are programs, both per-signup and recurring, that suck... and some that do well. In fact, there are some companies that have per-signup and partnership programs that suck, but, their per-click rocks. |

I go with both. Per signup for the quick cash...and the reccuring for the long haul.
