I actually did that for a while as part of my job way back. I would say about 12 months of intensive training or hands-on experience and you should be good to go.

1 week? You can learn how to do selects, alters, joins, and maybe how to create tablespace. But you sure as hell won't be a DBA.
Learning how to get Oracle to perform to the capabilities of a huge site takes years of Oracle experience.
