Well, that is up to the individual state to determine if they want to split up their votes by percentage or not. But look at it like this:

Each state has an individual election for President. If a majority of the people in CA want the Rep, then CA is backing the Rep candidate.

Of course, anyone that can't see the good in the EC is probably not going to see the reasoning anyway

I believe the EC has economic representation in mind as well.

Virginia, for example, might bring a lot of coal-mining money into the country, and this ensures that that particular industry has a deservedly proportionate voice in the election.
