Without googlin' it, probably means they send the bill via SMS to person's cellphone, if person accepts it then they get billed on their cellphone bill.

It is simply, surfers send a message to a specific number by their mobile phone, then charge them by mobile phone bill.

Normally, a website with SMS billing payment method will give an instruction to the surfers how they send the message then in return a password or something like that will send back to the surfers by mobile message instantly for accessing the website.

I have a adult website which charge SMS payment only, but it is in Chinese. I can show you if you can read it. The company provide me this solution is a local company and I think they don't do international business currently.

the bad thing about SMS billing is that you migh have problems for users from abroad due to their telephony companies.

for instance here in spain you can only have SMS billing from users coming from spain. users have to send 3 SMS to a premium number that in total costs them 1 euro or so. then they have a SMS back with a password to access the site for certain period of time (onde day, two , three, it depends).

if you wanna use that kind of billing, i suggest you use a simple dialer: it is easier and valid for every user around the world.
