you need the windows media file editor - then you can add a script to your wmv's that luanch a popup
What I notcied though was even then the surfers need to have a box ticked in their windows media player to allow the script and this box is NOT ticked by default you can sdee the problem im sure...... |

Windows media file editor will do the trick, BlueQuartz is right the box has to be checked in order for the pop-up to work. However as far as I know in peer to peer networks with an embeded player the pop-up will work and if the file plays in the IE window. I would look into flash, as well, if I were you.
