I think the reason why is because a large %age of canadians have internet, and it ROCKS. I think our dsl is almost always faster/cheaper then any DSL i've heard of from other countries.

I get max 448 k/s(3.5 mb) download and 128 k/s (1M) upload for $45 canadian ->$30 american/month

ED, here in Brazil I pay USD$ 55 (in July will be $70) for 256kbps download / 128kbps upload (max 25kb/s download). Yep, it's pretty expensive, but it's more cheaper for me than pay phone bill...

it's slower than Cable... and Cable has a limit of 6GB/Month of Transfer :\..

I think the reason why we've got one of the highest internet access rate is that the governments are giving away some kind of subventions for homes, where they can get 1 year free of access, with a 500$ computer or something.... at least here in Quebec...

magnatique- I have dsl and it works well for me, maybe you are far from one of their repeaters. Anyway I did not expect it to but it really does. As for Canada being full of internet connections I don't know, maybe in % but in numbers we have no way of beating the US since their population is almost 10X ours.
