They never came to a consensus about the original calculations on it, actually, in other words what the effects would be. The nuclear winter itself, however, is considered very probable, and almost certainly devastating. Exactly how devastating is what they aren't sure about.

The US has so much sophisticated advanced biowarfare stuff developed at Ft. Detrick's USAMRIID unit that can take out an entire country's population without them even knowing they've been infected.
