Laws may be different in Canada, but in the US, that sort of filming is permitted. A person may not like it, but if you're in public, you can be filmed. Broadcasting it on the internet, while I think that's defensible too in this instance, is a whole different set of issues, but just filming wouldn't be an issue legally.

As far as deserving a beat-down for it, it seems like they may have begun filming after the confrontation had already begun, so it wasn't what caused the confrontation, it just may have exacerbated it.
