Price important but also depends on the project. Sometimes how fast they can do the job! So this would be reliability |

Quality is the most important thing ....
About jobs done fast, if you can't plan fast enough then your dumb . If you start a paysite with a 500 $ cheap design, you are just wasting your time .

I dont think a site should be done to fast if you have a lot of content it takes time to make decent gallerys not to long though.. an adult designer has ore experience with tours etc
