I think design contests are great on GFY, however, I am getting tired of seeing people spam their previous work or broker work posted saying they can be paid and non-participates making negative comments about entries.

Without knowing the client likes and objectives, participating in a contest is like playing the lotto with better chances plus it is fun.

Does anyone else feel the same way?

Dude, quit whining, you put your shit on a public board, guess what? The public is going to criticize the shit out it. Lesson #1 in art school. You don't want critics, don't post your work in public. Simple.

I think you are right. A contest is a contest where designers should place their entries, not spamming the one who runs the contest. There are a few people who do that often, yes.
