Simple solution. Make it a crime to allow children unsupervised access to a computer not running filtering software. You let a kid ride in the car from tiny bit but you don't toss them the keys till they're legal. People can blab from now until eternity on all sides of the issue but in the end it is the parent's responsibility. 100%.
