actually, I would have to agree with Kitty, I would usually take it as a sign that the owner is too busy with other things than to tend to the day to day business of running a board.

The board owner rarely needs to list his name as a mod, because it would bring with it, PM's and e-mails that could easily be handled by the mods themselves

Not saying that is the case in the hypothetical, but could be.
