I went to submit a LL gallery to a LL sit and found this

IMPORTANT! PLEASE READ THIS IF YOU ARE SUBMITTING!!!
In order to send more traffic out from this site, I am going to give addition preference to sites that SEND TRAFFIC TO ME.
This means I want site submissions that already have traffic flowing through them. (even if its a small amount, but large is obviously preferred)
Usually a good indicator of some traffic is the existence of a Google PR over zero. The bulk of submissions that I get are newly created sites with zero traffic. While these are great as well, it does no good overall for any of us if no traffic flows through here.
So from now on when I review a submission, I will first look for the existence of a Google PR. Those with a PR will be added first and take less time to show up in the list of links.
Lets all be fair and get massive amounts of traffic flowing through here, rather than just using me for my pagerank. It will benefit ALL of us. =) ***

Can someone tell me how the newly created LL that I am submitting is supposed to have a pr rating... Does this persone expect that people will make then lists and let them sit on the server hoping to get a PR so thay they can then submit them...

Yea, as I see it he wants gallerys(sites) that have been around for a while and made som PR......pretty shitty to ask, but its his List.....

Well the only thing that he managed to do with me is to loose some nice submissions. I dont have time to chase old stuff just for one site...
