not that easy. ive tried a couple of times.
you need certain tools. there are tons of websites to check up about it

Knock yourself out, just keep in mind that its a VERY gray area where you are scanning for the neighbors wireless internet connection, or accessing it, and commiting a felony.

Theres a few coffee shops here in victoria that have wifi but only for their office, but I can access it because they left it wide open, didn't even bother to change the password.
