That sounds like an unfortunate life planning method. Duck and hide rather than face the music.

Nah, I just got this random registered letter out of nowhere. I would rather they send it regular mail.

I get lawsuit settlements that way. Suing people is a profitable business.

Impossible. The point of registered mail is to prove you've received notification of some sort.

I received one at the office today which seemed a bit unusual. It turned out to be a viagra sample from a supplier.

Might be a C&D letter. You should usually accept those since they are more then likely not going to go away after paying $10 or so to send it.

Can't claim ignorance to the laws.

Not quite right. The point of registered mail is to prove that the sender actually mailed out the notice. Most documents have legal force once they are sent via registered mail. Whether you accept it or not has no bearing on it.

You don't gain anything by refusing registered mail.

What you are thinking about is called "certified mail"; that proves that your actually received the mail. But, that's rarely used.

Say, for example, you get a registered letter from your insurance company cancelling your car insurance. Even if you refuse it, your insurance will be cancelled.
