I use Auction Sniper. It works pretty well - be sure to read thier forums though about how to setup your snipes because if you dont, a few items will get away from you. I am speaking from experince. But you get 3 free snipe credits to start off with so you can play around.
As far as I know, AS is legal to use. eBay's rules don't prohibit it but they do prohibit putting anything about it in your seller listings.
