A friend of ours is painting a large portrait of my family for only $500 without a frame. If I were to go shopping for an artist though I wouldn't know where to start looking.

You looking for realism here? I know someone that does awesome work, but its moore stylized. He has a super original style, and charges like 400 bucks a canvas

Ive got the person for you ..
wait a few Ill show you samples . Mostly pencil but GOD DAMN :D My mom does the BEST portraits on this side the planet . Im sure she does commisined work , just not sure how much she charges . Im sure shed do it reasonably priced . 2 minutes Ill be back
