pay for www.maxmind.com
its not that expensive and they really deserve it for creating api's in just about every language plus having an apache module that will put the country code and country name into environment variables.

I am also looking for a geo-targeting solution. Needs to support multiple domain names though with one admin interface, so I can set-up re-directs and such for each domain in one location. Statistics would also be really convenient.
