Spammers not following California law?

I notice spam coming into one of my inboxes (shit email, gets like 400 a day) are still clean of any of the "ADV" California requires in the subject line.

Does this only apply to spammers mailing TO CA residents, or spammers residing in CA?

It got superceded by Federal law. CAN SPAM law.

Had the law taken effect it would apply both to spammers residing in CA and/or people being spammed in CA

Yeah they quietly did away with the 120 day grace period to the Can-Spam law & made its actual effective date the first.

The marketing association guys called in their favors again in order to avoid any problems with California.

If your reffering to the CAN-SPAM law the "Tag System" hasnt been implemented yet which means you dont have to specify "ADV, PORN" etc.
