At this point, no one knows what's legal and illegal in the underage model realm because there haven't been enough court cases.
Stay far away from underage and you'll be a lot safer. |

There are so many legal and stress free niches out there I don't know why you'd want to bother with dubious underage nonnude stuff... unless you just want to fuck young girls.
