    I can't seem to find a clear answer, are non-nude model sites with girls under 18 such as shannonmodel.com, etc.. legal or illegal?

          At this point, no one knows what's legal and illegal in the underage model realm because there haven't been enough court cases.

          Stay far away from underage and you'll be a lot safer.
