Another vote for Advanced Submitter. I only use it in manual mode, but it lets me submit my free sites to 85 linklists in about 30 minutes, (time includes replacing several recips with niche-specific ones).
It is not a perfect program, but it is damn good and well worth the price.

Then take one of our submission webmasters, sign up to affiliate programs and before you know it our guys are doing all your submissions while your deligating your tasks and sat back by the BBQ with a nice cold beer waiting for your new toys to arrive!

To answer the question... Advanced Submitter gets my vote. GASS used to be great...but database is spotty.
