Maybe he wasn't happy with the work, did he pay you already? If so then theres nothing to complain about, if he didn't then maybe he was not satisfied which gives him the right to turn it down

Hey just so nobody thinks cooool is just another scammer...HE Isn't. I've known him for quite sometime and he does excellent work, at Very fair prices. He will redo anything you don't like untill your happy with the work. If he says this guy is ripping him off, I believe him, cooool is NO scammer, he is one of the good guys, and you can bank on that.
