You have to be 17, yep. I didn't realize this law was in effect until a couple weeks ago. But apparently to purchase any M rated game, you must be 17.

The parents should be held responsible.

Even at that, I have a younger cousin who plays the GTA series and he doesn't go out and shoot randomly at people...mostly because he's not a complete fuck up like the kids mentioned above. I say that people who do this type of shit are most likely to have done it anyway.
