So if you send out 25,000,000 you get like 2,000,000 clicks. About what % of that would actually sign up for something if it's free? In your opinion. I'm trying to get an idea if mail traffic is better that other traffic.

25mil list is not optin/2ble optin. It's a common spam list and won't bring more than few thousand hits. Most probably it won't bring any serious income as well.
