Tthe 18+ nn is a totally diffrerent market and nothing to do with these underage modelling pedo site. The 18+ nn market is pretty good when promoted with the right intentions. I don't condone under 18 content, and to put it on the same site as adult sponsors/content is fucking sickening. Over here in the UK, models can go topless in the newspaper at 16 and also have sex legally. I'm sure Sam Fox was 16 when she first started getting her tits out for a major newspaper. Laws are different worldwide. I've reported two sites this last week to the ASACP - both featured underage nude content and one of the sites had already had thousands of complaints. Both of these were classed as nude art sites and the ASACP could do nothing else. The sites is question would no doubt try to portray themselves as modelling portfollio/advertising type sites... so fuck knows what the chance of legal action is.
