By your reasoning people wouldn't want to spend their money. They'd rather horde it so as to always have "more" of it.
As for Bill Gates, I'm not inside his head so I really can't comment on what motivates him and what doesn't. Money isn't the only motivator, and at his level I expect power is just as much if not more of a lure than money.
Another factor to consider since you brought up Bill Gates is diminising returns. If you were to offer $1000 to Bill Gates and someone earning minimum wage, in exchange for a service of some sort, the person earning minimum would likely go to much greater lengths to earn the money than Bill Gates would.
